Parks & Rec Director Tim Beaker told the council staff solicited three quotes for the AV work (reported roughly in the $40,000 to $74,000 range) and recommended Telesystems based on the proposal’s comprehensiveness, future‑proofing and prior performance for the city. Beaker noted Telesystems had completed AV work at Kennedy Recreation Center and City Hall and argued the vendor’s integrated system would avoid reliability problems staff experienced with lower‑cost consumer televisions.
Councilman Goodwin questioned the procurement choice, asking, "So, Tim, typically, we don't go with the highest bid. Right?" Beaker answered that staff had defined criteria to meet challenges experienced at other facilities and emphasized the advantages of a fully integrated system that would allow separate rooms to operate independently and scale over time.
Following the discussion the council moved, supported and unanimously approved the staff recommendation to hire Telesystems for the project.
