The commission approved a memorandum of understanding to clarify responsibilities among Spalding County, the developer (Highfall 16) and the Georgia Department of Transportation for installing and operating a traffic signal at the intersection of Georgia State Highway 16 (Arthur K. Bolton Parkway) and Campus Drive in eastern Spalding County.
Staff explained that the developer would pay for the installation but the county would assume ongoing maintenance responsibility if DOT accepts the device and the county takes over operations. County staff estimated annual electricity and related maintenance costs for this intersection at approximately $6,100, and said routine maintenance is absorbed into the public-works budget with specific line items for electricity and contract maintenance.
Commissioners asked staff to track cumulative maintenance and electricity obligations across similar locations before approving additional developer-funded infrastructure that could add ongoing costs for the county. The motion to approve the MOU and the associated designation carried by unanimous vote (5-0).
