Staff described the changes as adding language in section A.1 to cover a "powered tractor unit of more than six wheels," a power tractor unit with three or more axles, or any vehicle longer than 30 feet; passenger-designated vehicles and vehicles weighing 62,500 pounds or more would be treated according to specified exceptions. On fines, the board discussed the $1,000 local maximum and noted that surcharges set under state law raise the practical maximum when surcharges are added.
Commissioners and staff debated how to treat vehicles towing trailers and agreed the ordinance should not catch small local businesses such as lawn services. Several commissioners objected to including a right-of-way travel-permit subsection that lacks an implemented permit and fee schedule; staff and commissioners agreed to delete subsections d.3, e and f from the current draft and to return with proposed permit language and a fee for the February workshop.
No final ordinance adoption occurred: the board carried the first reading forward with the agreed deletions and instructed staff to provide a full packet for the second reading and adoption at a later meeting.
