City of Griffin seeks second entrance to Fairmont Park; Spalding County asks for traffic details

The City of Griffin is asking Spalding County to amend the intergovernmental agreement dated 11/01/2022 to allow a second entrance and exit to Fairmont Park that would cross two parcels jointly owned by the city and county, county staff said.
Commissioners expressed safety and traffic concerns during the work session on Jan. 6. Commissioner Gwen Flowers Taylor said the proposal stems from past police action in the Elles Way subdivision and urged the board to ensure the plan protects pedestrians and park users: "My other issue is, I'm really sad that this had to happen at Elles Way," she said, and asked whether the intersection would include crosswalks, turn lanes or a stop control.
City manager Jessica O'Connor responded that the city has drawings and that "crosswalks and everything would be put in, as well as a stop sign at least at the new road that's being built," and she agreed to follow up with staff to provide the plans to commissioners.
Commissioners and staff discussed making Blanton Street one-way through the park area to slow traffic and add parking, and noted the planned placement of a splash pad next to the community garden could increase pedestrian traffic. County members asked the city to review prior traffic studies and return with intersection design details and any traffic-control proposals. Parcel identifiers for the proposed crossing were provided by staff as 00304025 and 00304019.
Next steps: the county requested that the city return with the engineering drawings and details about intersection control, crosswalks and parking. The county also asked staff to investigate whether making Blanton Street one-way is feasible; the city manager said she would pull the previous studies and report back to the board.
