The Howard County Drainage Board conducted its annual reorganization and approved several procedural appointments at the start of its January session. Commissioner Penske was nominated and elected president for 2026, and Steve Byram was nominated and elected vice president. The board also reappointed Michelle Allen as secretary and Mr. Wilson as the board attorney.

The changes came during routine start-of-year business. After nominations, the board approved each appointment by voice vote. The board then moved on to approve the Dec. 15 meeting minutes before entering a public hearing on development items.

Board members did not raise objections to the appointments during the voice votes. The next procedural steps included circulating minutes for signature and proceeding to scheduled public-hearing items.
