County staff presented the December list of second-half appropriations and asked the board to approve releasing the remaining funds tied to 2025 appropriations. Commissioners discussed multiple items but devoted the longest exchange to the agricultural fair/Ag Society request and payments to the Soil and Water Conservation District (SWCD).

The Ag Society had asked for a $70,000 second-half appropriation. Several commissioners expressed concern about a $20,000 year-to-year increase and suggested a compromise at $60,000 while preserving in-kind county supports such as highway equipment and staffing. One commissioner noted the county already bears significant in-kind costs organizing and supporting the fair and that the Ag Society periodically uses its reserves and sponsorships to meet costs.

Commissioners also questioned how much direct project work SWCD has delivered inside Waseca County, given the county is acting as fiscal agent for a multi-county watershed grant. Several commissioners asked staff to request an annual report from SWCD that lists projects within the county and how state pass-through funds tied to the watershed plan are being used locally.

After discussion the board voted to approve the second-half appropriations list. Staff said they would provide additional numbers and recommended options before the Dec. 16 meeting to finalize next-year appropriation decisions.
