Commission hears budget amendment items including EMS Station increase and proposal to fund county clerk security officer

County finance staff presented Resolution 26-1-1 on Jan. 5 to amend the fiscal year 2026 Montgomery County budget, describing several adjustments across operating and capital funds.
Miss Wheeler said the attachment to the budget resolution included an increase of $16,048 on general fund expenditures (page 5) tied to surplus sale proceeds and a state reimbursement and EMS donation. The staff also corrected a $1,507 carry-forward for a zoning study. Under animal control the county will use surplus money for vehicle repairs and temporary security. Wheeler said the county would use a previously accepted donation in the amount of $300,000 and noted a $1,000 EMS donation. On capital projects, bids for EMS Station 28 came in higher than anticipated; staff proposed transfers from remaining historic courthouse renovation funds and other projects, resulting in a decrease in fund balance of $45,009.32 as presented.
Separately, Resolution 26-1-4 proposed appropriating county clerk reserve funds to pay for adding a licensed Tennessee security officer at the county clerk's office at Veterans Plaza. Commissioners asked whether the security officer would be a sheriff's deputy (it would not) and whether the position would be a county employee (chair/staff said yes). Commissioner Leppard said she had previously taken the item off the consent agenda to get clarity on contractor history and funding but reported staff follow-up with Miss Cottrell and Miss Hood provided sufficient clarity to her.
