Planning staff presented CZ222025 on Jan. 5, the application of John and Diane Daigle to rezone a 3.99-acre parcel split by Lytlewood Road and Dover Road from AG (agricultural) to C-5 highway and arterial commercial for use as a parking lot.
Staff said the parcel is already graded and graveled for future parking and noted the county comprehensive plan shows neighborhood commercial at that intersection. The planning staff recommended approval, and the planning commission had also recommended approval. The highway department’s review resulted in a stipulation of "no access to Dover Road," and staff reported no other department comments or outstanding concerns.
Commissioner Nathan Burkholder asked about the traffic assessment and resident concerns on a western dead-end road; planning staff said traffic assessments are reviewed by the highway department and sometimes not circulated to planning staff, while County Highway Supervisor Mr. Bryant described the assessment as "very high level" and said there were no concerns for the site's current parking-lot use.
