County opens bids for food services at jail, juvenile center and detox; staff to review and return recommendation

Clay County staff publicly opened proposals on Jan. 6 for a food services contract that would serve three county facilities: the adult jail, the West Central Regional Juvenile Center and the withdrawal management/detox facility. The public opening is required by the RFP’s regulatory terms and by federal and state nutrition program rules.
Miss Carrie, who conducted the opening, said two vendors submitted proposals. Trinity Food Services bid approximately $2.67 per meal for the jail, $3.31 per meal for the juvenile center and $2.67 per meal for detox. Summit Correctional Services quoted about $3.86 per meal for the jail and $5.20 per meal for both the juvenile center and detox.
Miss Carrie said the county must review proposals for compliance with Department of Corrections and USDA/MDE nutritional standards, minority business enterprise considerations and facility staffing models before making an award. She told the board staff will return with an informed recommendation at the next regularly scheduled meeting, and that contract terms are currently estimated as single-year award options with the ability to renew for additional years if performance meets standards.
Commissioners asked staff to compare the bid prices with the amounts included in the 2026 budget and to provide a cost comparison to the county’s current average per-meal cost (the transcript records the county is currently paying about $2.90 per meal). Staff agreed to include those comparisons in the recommendation.
Next steps: staff will complete a compliance review, compare bids to budgeted amounts and return to the board with a recommendation about contract award.
