The Eagle Pass City Council approved an introductory ordinance amending the FY2025–26 budget to add titles and grant-funded positions, funded by surplus revenues and awarded grants.
Finance staff said the budget amendment will add personnel and title adjustments with an estimated net impact of roughly $16,000 to the budget but will not change the tax rate or draw on fund balance. Staff cited two new grants: a resource program for first responders (about $67,000) and a CAPS grant funding four police officers (about $276,000) — a total of approximately $343,000 in new grant awards to be added to the budget.
Council voted unanimously to approve the budget amendment. Staff said they would create new budget pages, incorporate the grants and file required budget amendments with the county and state clerks.
Separately, council approved a resolution requesting CASA (Court Appointed Special Advocates) to establish a local office in Eagle Pass to serve abused and neglected children; that resolution will be forwarded to CASA. Council also approved a single annual resolution authorizing the city to coordinate temporary street-closure requests with TxDOT for 2026 downtown events (rather than return to council for each closure), and confirmed the city manager’s reappointment of Enrique Montalvo to the Civil Service Commission (unanimous votes).
What happens next: staff will prepare revised budget pages to reflect the new positions and grant-funded lines, submit the amended budget to the appropriate clerks, forward the CASA resolution to the parent organization and coordinate with TxDOT under the new yearly-resolution framework.
