Staff reports on permits, a new solar site, a quarry review and enforcement action

County permitting and code-enforcement staff provided a monthly report to the Plan Development Committee covering deposits, permitting activity, enforcement cases and a review of quarry operations.
Speaker 1 reported a December deposit of $23,405.80 and a year-to-date general-fund deposit of $108,534.07. She said one solar facility permit was issued for a site at the southwest corner of Farm School Road and Rock City Road. Staff issued one litter violation during the month, closed five cases and reported 12 cases still open. Staff also noted positive applicant feedback for a new online permit portal that centralizes submissions and correspondence.
On enforcement, Speaker 1 said the office has a judgment for roughly $60,700 against a party and that staff will file paperwork to place a lien within the next two weeks. Regarding a quarry on Fairview Road, she said attorney Gorman reviewed the operator's special-use permit and advised the operation is within the permit's terms for the activities currently underway; the operator obtained a fence permit. Staff said IDNR and the EPA had reviewed aspects of the operation and, per staff, were not identifying violations at this time. Neighbors had raised concerns about dust from crushing operations.
Committee members asked clarifying questions about the quarry's permitted activities and the process for placing liens and bringing enforcement actions; staff committed to filing lien paperwork and to continuing communications with the adjacent landowner.
