The consent agenda — which included approval of council minutes for Dec. 2 and Dec. 16 — passed on a roll-call vote with all present council members voting yes.
Council later considered a resolution authorizing the mayor to execute contracts for property acquisition associated with the Kennedy Street drainage project (listed in meeting materials as GLO contract number 22000). Project staff said five of eight Kennedy Street property owners had accepted the packet offers that include surveys, an owner's Bill of Rights, and third‑party appraisals; roughly 10 properties on County Line Road are part of the same overall drainage improvement effort, staff said. The city will initially fund acquisition costs and seek reimbursement through the General Land Office (GLO) grant program.
The council approved the Kennedy Street acquisitions resolution after a motion by Council member Kosnowski and a second by Council member Saint Pierre; the roll-call vote recorded support from all present members and the motion passed.
The council also authorized a $63,205 agreement with BGE Engineers to design wastewater improvements for the Elgin Economic Development Corporation to serve a large commercial retail project described in meeting materials as 'Road Strike' (a prior agenda reference called it 'Roadstract'). Staff described the engineering contract as the most direct path to connect the development to the city's existing lift station and trunk facilities.
Finally, the council convened in executive session under Texas Government Code §551.071 to consult with legal counsel about a financial audit and an investigation; the meeting returned at 07:35 and the mayor said no action would be taken on that item.
