The Dental Commission voted unanimously to recommend reinstatement of Dr. Steven Goodwin his dental license, contingent on the completion of CPR and emergency first-aid coursework.
Chair Peter Katz moved the recommendation and Mark seconded it. Deborah Brown, who presented Goodwin application materials, said the packet had been submitted prior to the meeting and that Goodwin sought the board's recommendation for reinstatement. Goodwin told the panel he sold his practice and had tried retirement but wished to return to practice.
The board noted Goodwin had completed many required academic courses but was not current on CPR and emergency first-aid training. "So the motion to reinstate is conditioned upon CPR and first aid being accomplished," the chair said during the discussion. The board voted to recommend reinstatement to the Department of Public Health once Goodwin has met the coursework requirements.
Steve Kerager of the Connecticut Department of Public Health urged caution in phrasing the minutes and explained the board's action is a recommendation for the department's review, not the department to automatically reinstate the license. "I just wanna make it clear that that motion is to recommend that the department require the additional coursework ... you're not voting to reinstate the license," Kerager said.
Board member Sarita disclosed that she had previously taught Goodwin and asked whether she should recuse herself; she ultimately voted and the chair confirmed there were enough members present to carry the recommendation. The commission also asked that the minutes make clear the recommendation was conditioned on coursework completion so Goodwin would not need to return to the commission after completing CPR and first-aid training.
The Commission closed the item by directing staff and the department to process the application once all reinstatement requirements are met.
