City adopts ordinance vacating utility easement for Scotton Way KinderCare (Ordinance 2026-01)

The Battle Ground City Council unanimously adopted Ordinance No. 2026-01, which vacates a portion of a sewer and water easement located at 910 Southwest Scotton Way in the city. Public works staff explained the request, saying utilities had been abandoned or moved during development of a new KinderCare facility and that the city followed the street-vacation procedural path in consultation with legal counsel.
Council opened a public hearing specific to the ordinance; no members of the public offered testimony and the hearing was promptly closed. The clerk read the ordinance title aloud and the council moved to adopt. The roll-call vote was recorded and the motion carried unanimously (7-0).
Public works director explained that the easements in question were abandoned as part of the project and that the councils options were to approve, reject or request more information on Ordinance 2026-01. The council approved the ordinance at the Jan. 5 meeting with no recorded amendments.
