Flores said appointees must own property in the Valwood District but do not have to live there, and identified Sabrina Martin and Patrick Trapp as living in the area while David Koch and Albert Wolf do not. During council discussion, an unidentified council member said they would support Patrick Trapp and David Koch, citing Trapp’s local residence and Koch’s institutional knowledge as a former council member.
