The Champaign County Facilities Committee approved an ILIAS error‑handler unit request for proposals and reviewed recommended contract awards the committee will forward to the Champaign County Board.
Staff member Michelle told the committee the ILIAS specifications had not changed from the prior month and only the formal documentation had been added; she recommended moving the ILIAS award forward. Committee member Vantage Theranath moved to approve the ILIAS RFP recommendation, and Wiggs seconded; the committee voted 'Aye' and the motion passed.
Michelle also previewed recommended awards for RFP 2025‑14, covering mechanical, electrical, plumbing and engineering services, and said she intentionally favored firms the county has used previously to preserve institutional knowledge. She noted GHR’s ongoing involvement and said those recommended will be the ones presented to the County Board. "Their rates were competitive to all the other bids that we received or even lower," Michelle said.
Committee members pressed for clarity about which bidders will be presented to the County Board and asked for comparative rate sheets and local‑presence information. Member Aras asked whether all bidders or only the recommended firms would be forwarded; Michelle confirmed only the recommended firms will go to the County Board and offered to re‑share the full bid folder for members to review. Members said they expect the full board will ask how rates compare across firms and suggested the memo to the County Board include rate sheets for both recommended and non‑recommended firms.
The committee also discussed RFP 2025‑15 for architectural services and clarified that award approvals will go to the full County Board rather than being decided at committee. Michelle said the items will be presented to the County Board in two weeks and invited members to raise questions now or to follow up with staff before that meeting.
The committee did not vote on the RFP 2025‑14 or RFP 2025‑15 awards at this meeting; those recommendations will be considered by the Champaign County Board at its upcoming meeting.
Next steps: the approved ILIAS recommendation will be transmitted as appropriate, and the recommended contract awards for MEP and architectural services will be included on the County Board agenda for decision.
