Council adopts amendment to 6‑year transportation plan to reflect two TIB grants for roundabout and overlay

The City of Ellensburg adopted a resolution amending its 2026–2031 six‑year Transportation Improvement Plan (TIP) to reflect newly secured grant funding and to add a project to the plan.
Assistant City Engineer Josh Mattson presented staff recommendations and told the council the first amendment renames and records secured funding for the Umtanum Road and Anderson Road roundabout. Mattson cited a total project cost of $1,700,000 with the Washington State Transportation Improvement Board grant covering approximately 65 percent of that amount and a required local match of about 35 percent to be funded from the city's traffic impact fee fund. Design work is slated for 2026 with construction planned for 2027.
The second amendment updates the Canyon Road overlay scope—extending the project from Umtanum Road to Mountain View Avenue—and reflects a secured TIB grant for that work. Mattson reported a total cost of $580,000 with the grant covering roughly 73 percent and a local match of approximately 28 percent; design is to begin shortly and construction is planned for the coming summer.
Staff and the Ellensburg Transportation Advisory Committee recommended council adoption and authorization for the mayor and staff to execute all grant paperwork. Following a public hearing with no speakers, a council member moved to adopt the resolution amending the TIP, the motion was seconded, and the council approved the resolution (motion passed with two members recorded as opposed in the vocal vote count). The resolution also authorizes necessary budget adjustments and execution of Washington State Transportation Improvement Board grant documents.
The council record shows the amendments will be submitted to the state after adoption and that the Canyon Road overlay portion from Onctanum Road to Berry Road will be rescheduled into a future project number for completion after 2031.
