Mount Carmel — The council directed staff to prepare a request for proposals for a Girl Scout cabin located on city property, a building given to the city in 2010. Mayor Turner said the ownership stipulation was waived when the city accepted the cabin and that the city can solicit proposals to see what parties would invest in or repurpose the property.
Turner described the RFP approach as different from a bidding process: respondents would submit plans rather than the highest monetary bid. He said the city would retain the option to reject proposals that do not suit community needs and that staff will return with additional guidance at the next meeting.
Council members expressed support for issuing an RFP to explore options that could return the property to the tax rolls or bring positive community use. No sale or final decision was made at the meeting; staff said more information would be provided at a future meeting.
