Council refers several ordinances, suspends rules and approves emergency demolitions ordinance

During the regular session the council introduced a slate of new legislation and took immediate procedural action on several items.

Councilman Jeff Fusco introduced multiple items for referral, including a conditional-use for expanded mulch operations at 1669 Copley Road; amendments to Title 15 (land use and downtown sign regulations, including sections 153.347 and related code pages); conditional uses for dual-use marijuana dispensaries at 1960 West Market Street and 1140 West Portage Trail; conditional use for additional parking for medical offices at White Pond (Parkgate Avenue); an Archwood redevelopment plan; and a resolution adopting the 2026 capital investment and community development program (capital investment budget). Many of these items were referred to the appropriate committees or earmarked for the consent agenda.

Item number 9, offered by Councilman Donnie Kammer, authorized the director of public service (or designee) to enter into contractor contracts after publicly advertising for bids for emergency demolition of four condemned residential structures across the city. The committee’s report was favorable, the council suspended the rules on the ordinance and the chair announced, "This ordinance passes 12 to 0." Item 10 (ratifying an emergency purchase of Jacobi Carbon product without bids) and Item 11 (agreement with Summit County on the high level bridge replacement project) were placed on the consent agenda for consideration as a block.

Council members said suspension of rules and emergency procurement steps were needed to address immediate public-safety and property conditions; the record shows no amendments were offered on the floor for these items during the session.
