Manvel City Council approved a budget amendment (ordinance 2026-o-01, first reading) that shifts $2,626,816 within the capital projects fund to support the City Hall west wing expansion and the newly scoped Heritage Park. Finance staff said most of the funds come from interest and project leftovers in the capital projects bond series and that the amendment leaves approximately $3.2 million in the capital projects fund as a working balance and to meet arbitrage requirements.
Council then awarded the fiscal-year 2025 City Hall West Wing expansion and Heritage Park construction contract to Crane Group LLP after a procurement process that weighed price (80%) and interview performance (20%). Staff said nine firms submitted proposals, four were interviewed and Crane Group scored highest on overall criteria. The contract award passed unanimously.
Project phasing will prioritize creating additional parking first so staff and the public will retain access while the west wing is constructed. The playground design will use accessible surfacing (pour-in-place) and the firm will provide a formal construction schedule after the notice to proceed. Council asked for further details on the park timeline and for staff to return a preliminary construction schedule to council.
The council also discussed fundraising and sponsorship opportunities for Heritage Park (naming, donor bricks, etc.) and directed staff to pursue contractor engagement and schedule details.
Action items: staff will finalize contract documents and issue a notice to proceed; Crane Group will produce a preliminary schedule and the city will coordinate parking phasing to maintain operations during construction.
