The Norwalk Bike Walk Commission voted Jan. 5 to adopt its 2026 strategic plan, approving goals on education, outreach and events intended to expand bicycle and pedestrian safety work across the city.
The plan, advanced by the commission's chair and adopted after a motion by Commissioner Becca Stoll and a second by Manny Salgado, sets firm actions for the year: launch education campaigns (digital, print and in-person) with English and Spanish materials, run safe-cycling courses in May and October, expand bike-valet service to at least five events (targeting one per taxing district), and hold quarterly strategic check-ins. The commission also set a target to prepare an application for League of American Bicyclists’ Bike Friendly Community bronze status by the June 30 deadline.
The document assigns owners to each goal: the education track lists commissioners and partners (including the city health department and Complete Streets staff), event staffing draws on volunteers and commissioners for bike-valet shifts, and the plan calls for improved bilingual outreach and a consolidated web presence to track subscribers and attendees.
Commission discussion clarified metrics and scope. Members debated a proposed 15% engagement increase, ultimately narrowing the measure for now to completing the education campaign and tracking progress via followers, subscribers and event attendance. Commissioners emphasized using multiple channels beyond social media to reach nonusers, including printed materials, QR codes at local businesses and community events.
The plan also calls for quarterly coordination with TMP to align infrastructure projects with outreach, an updated review and promotion of the city's pedestrian and bikeway master plan, and an annual report to the mayor and common council. The motion to adopt the plan passed by voice vote with no roll-call tally provided.
Next steps: the commission will place strategic-plan progress check-ins on its March, June, September and December agendas and proceed to coordinate with Watch for Me CT and other partners to implement bilingual education materials and event staffing.
