Commission hears priorities: municipal building repairs, Basin 10, DOT resurfacing and hazard planning

Interim Town Manager Lisa Fraser presented the commission—s strategic snapshot and asked commissioners to prioritize several infrastructure projects, including municipal building repairs, Basin 10 scoping and seawall/boat-ramp work.
Fraser told commissioners the second-floor housing at town hall has mold and leaking and that repairs are a health concern for fire personnel; she said no additional budget is currently allocated for full repairs and staff is obtaining quotes. Fraser also said $40,000 is available for scoping work on Basin 10 and that consultant David Baggett of Haley Ward will present a proposal.
Fire Chief Gavin Brown provided an update on the town—s StormReady/Community EOC work with the National Weather Service, saying the town is about "70% there" on required steps and will need to hold a community hurricane event and staff hurricane exercise to qualify for designation. Fraser said staff will later present a resolution adopting Brevard County—s updated hazard mitigation plan after review.
On state roadwork, Fraser said FDOT plans to bid a resurfacing project (projected March start and June construction) and commissioners pressed for added crosswalks at locations including Cherry and The Breakers; FDOT has told staff it is reluctant to add crosswalks without strong community support because recent crosswalk installations elsewhere were linked to accidents and fatalities. Commissioners discussed asking residents to email DOT to signal support while resurfacing is scheduled.
Fraser presented a basin-by-basin approach to stormwater work that would build on a 2007 plan and incremental updates rather than commissioning a single new townwide plan; commissioners supported getting Haley Ward to explain its approach in a future meeting.
Why it matters: The prioritized projects affect public-safety operations, drainage and pedestrian safety. Decisions about sequencing and seeking grant funds will determine near-term repairs and the town—s eligibility for cost-share programs.
Next steps: Haley Ward (David Baggett) will be invited to present a Basin 10 scope; staff will obtain additional municipal building repair quotes, pursue FIND and other grant contacts for seawall/boat-ramp work, and schedule public workshops or hearings tied to FDOT project notices.
