Votes at a glance: council approves multiple ordinances, appointments and contracts; key items deferred
Summary
On Jan. 6 the council approved final readings for a horse-drawn carriage ordinance and rezoning at Bonnie Oaks, closed and corrected alleyway descriptions, confirmed multiple mayoral and mayor's-office appointments, authorized a $4.23M stormwater asset management contract and other purchases, and deferred a contested liquor-store special-exception permit to Jan. 13.
City Council took a series of votes on Jan. 6, 2026. Highlights and formal outcomes are listed below.
Approved
- Ordinances 7A and 7B (final reading): amendments to city code on horse-drawn carriages and rezoning of property at 4272 Bonnie Oaks Drive to IH subject to conditions (motion carried on voice vote).
- Ordinance to close and abandon specified unopened alleyways (Ordinance 1374) and correction of a scrivener's error related to prior ordinance language (motion carried).
- Rezoning ordinance referenced at 8B (2802 Curtis Street from RN15 to TRN2) was placed on the agenda and later deferred by motion of Councilman Elliott to Jan. 13 for additional review.
- A suite of resolutions in the council-office and mayor’s-office packets — including confirmation of David Hudson to the Industrial Development Board (term 01/07/2026–01/06/2032), multiple mayoral appointments to boards, a donation agreement with the Chattanooga Housing Authority, continuation funding for the Family Justice Center (up to $200,000 from Hamilton County), and acceptance of state library-technology grant funds — were approved by voice vote.
- Public Works items: an interlocal stormwater-maintenance agreement with Signal Mountain and a professional-services contract (SWAMP) with BARS Design Solutions Inc. for $4,230,000 were authorized.
- Wastewater resolution: authorization to apply for and accept, if awarded, $2,393,974 in TVA incentives and an investment tax credit not to exceed $2,400,000 for the LGN Project Phase 1 (total program value identified as $4,793,974) was approved for application/acceptance.
- Procurement approvals: multiple purchases were approved including playground equipment at Heritage Park ($81,200), police records-management software ($218,177.89), fleet equipment purchases, and a Medicare retiree health-care administration contract with an annual cap of $3.3 million.
Deferred or continued
- Item 9t: Special-exception permit for a liquor store at Highway 58 (4884–4850 Highway 58) was deferred to Jan. 13 at Councilman Clark’s request to allow a remeasurement to be filed in the record.
- Several planning items and one ordinance (2802 Curtis Street rezoning) were deferred to Jan. 13 for additional review and council-member follow-up.
The council recorded motions, seconds and voice votes for each item; no formal roll-call tallies were read into the record in most cases.
