Resident urges coordinated enforcement over years of damage in Armstrong neighborhood

Daniel Ortiz, a Chandler resident, used a public-comment slot at the Jan. 5 study session to describe longstanding safety and nuisance problems in the Armstrong neighborhood and to request coordinated city action.
‘‘Over the past 5 years, we have been victims of repeated criminal damage to our property,’’ Ortiz said, adding: ‘‘On multiple occasions, vehicle windows have been shot out and destroyed, causing thousands of dollars in damage.’’ He said residents have filed police reports, contacted code enforcement and documented incidents but that perpetrators have not been identified or held accountable.
Ortiz said street parking has created unsafe conditions, reduced visibility and complicated emergency vehicle access. He told council members the situation ‘‘goes far beyond a simple neighbor dispute’’ and called for a coordinated response to address perceived gaps between criminal enforcement and civil/code enforcement processes.
City manager responded that staff — including police and neighborhood services — are aware of the problem and will work to find a solution. Council members pressed for action: one member suggested exploring detection and monitoring technologies and others expressed frustration that repeated calls had not led to resolution. City staff committed to meet with relevant departments and report back.
