Mill Creek council elects Stephanie Vignell as mayor and Melissa Duque as mayor pro tem; newly elected members sworn in

Stephanie Vignell was elected mayor of Mill Creek by her fellow councilmembers during the council’s Jan. 6 reorganization and immediately took the oath of office. Council members nominated Vignell, cast ballots as prescribed by the city’s governance manual, and announced the result before the mayor repeated the oath to ‘‘faithfully and impartially perform the duties of my office as prescribed by law.’’
The council then elected Melissa Duque to serve as mayor pro tem. Duque received a majority of the votes on the ballot and repeated the oath of office for that role. Several other newly elected or re-elected council members also took the oath of office earlier in the meeting, each swearing to support the constitutions and laws of the United States and the state of Washington and to discharge the duties of their city office.
The council’s procedural review earlier in the meeting recited the relevant governance rules for nomination and balloting, noting the city’s governance manual (adopted under Resolution 2021-604) and applicable statutory references for mayoral duties and election timing. The mayor and mayor pro tem elections followed the council’s established process: nominations, a signed ballot for each member, tabulation by the clerk, and announcement of the result.
After the swearing-in, the council paused for photos with community guests, including local Girl Scouts who led the Pledge of Allegiance at the meeting’s start. The newly seated mayor and mayor pro tem will carry out the ceremonial and meeting-presiding responsibilities described in the governance manual.
