Zionsville holds preliminary public hearings on Westside fire station and DPW campus bonds; sewer works revenue bond ordinance introduced

Barnes & Thornburg attorney Chris Grisel and municipal advisors from Crowe presented financial disclosures at the Jan. 5 Town of Zionsville meeting for three capital projects and their proposed financings.
Westside fire station: Counsel described the project as an approximately 21,000‑square‑foot facility to replace services formerly provided by the Perry Township Volunteer Fire Department, whose services are ending in 2026. The town proposed issuing general obligation bonds in an aggregate principal amount not to exceed $8,650,000 to finance the project. Grisel said the project is a "controlled project" under Indiana law and outlined that at least two public hearings and a preliminary determination resolution are required before entering a bond ordinance process.
DPW campus: The town presented a new DPW operations facility planned near 4140 South 875 East with a proposed aggregate general obligation bond amount not to exceed $14,745,000. Grisel and municipal advisors reviewed maximum bond parameters and assumptions about the town's debt service levy pre‑ and post‑issuance. The council opened the required public hearings for both projects and, seeing no members of the public who wished to speak, closed both hearings. A second public hearing is scheduled for the Feb. 2 council meeting.
Sewage works revenue bond ordinance: Counsel presented a first reading of a sewage works revenue bond ordinance to finance upgrades at the town's sewage works, including replacement pumps at the main lift station, upgrades to the Boone Village lift station, new headworks at the treatment plant, a belt filter press replacement, a nonpotable water pump station, and electrical/SCADA upgrades. The town's maximum budget for the sewer project is $9,600,000; the town plans to issue sewage works revenue bonds in a maximum principal amount not to exceed $7,030,000 with the remainder covered by cash on hand and availability fees. Council introduced the ordinance on first reading and approved introduction by voice vote (7-0); the second reading and potential final consideration are scheduled for February.
No substantive public comment was recorded on any of the three financing items at the Jan. 5 meeting.
