Zionsville council pauses Citizens Energy agreement and comprehensive plan review until February

The Town of Zionsville Town Council voted on Jan. 5 to continue two agenda items to the Feb. 2026 meeting: Ordinance 2025‑27, an ordinance approving a letter of agreement between the town and Citizens Energy, and Resolution 2026‑02, the comprehensive plan resolution.
Council members said they sought additional legal review and answers before sharing certain materials publicly. President Plunkett noted the council had retained local legal representation to review questions in the Citizens Energy matter and that the town would share information once the council’s questions were answered. Councilors also thanked HWC and staff for extensive outreach on the comprehensive plan but expressed a need to review the future land‑use map and other materials before final consideration.
Both continuances were approved by voice vote and recorded as 7 in favor, 0 opposed. Council members said the continuations allow time for additional staff and consultant briefings and for councilors to raise specific comments on the land‑use map ahead of the February meeting.
No public comment was taken on either item at the Jan. 5 meeting; both are scheduled for further consideration at the council’s Feb. 2 meeting.
