The Kodiak Island Borough Assembly voted 4-2 on Nov. 20 to authorize Contract FY2026-26 with S & S Enterprise d/b/a Kodiak Lawn Care to replace the wooden Mill Bay Beach stairs and two picnic tables, awarding the base bid of $97,500 plus two alternates of $3,500 for a total contract amount of $101,000.
Borough Manager Amy Williams said staff recommended replacing the existing wooden structure with a "durable metal stair system" after repeated incidents of community members removing wood for firewood and vandalism to picnic tables. "A metal structure would significantly reduce maintenance costs and prevent further damage or loss of materials," Williams said.
Assembly Member Jeremiah led the most vocal opposition. "I just can't get behind a $100,000 price tag for a set of stairs," he said, arguing that the borough should seek a more fiscally responsible solution. Assembly Member Jeff echoed those concerns, saying he struggled to see how repetitive repair costs would equal the contract price.
Supporters said the stairs are heavily used and that higher upfront costs are justified by longer lifespan and lower ongoing maintenance. "If they don't do it with the right materials, then they do fall apart," Assembly Member Scott said, noting requirements such as Davis-Bacon rules and procurement paperwork that raise public-project costs.
Staff told the assembly there was a mandatory pre-bid meeting and one bid was received. Materials for the proposed stairs are hot-dipped galvanized steel; the bidder may propose aluminum but would need architect and engineer approval. Staff said the project is anticipated to be completed on or before May 30, 2026.
On the roll call, Assembly Members Roberts, Smiley, Whiteside and Ames voted yes; Gardner and Woods voted no. Manager Williams said the parks fund balance was approximately $196,163.94 and noted this project was budgeted during the cycle.
The contract was authorized; staff will proceed with execution and project scheduling under the terms presented to the assembly.
