Council appoints Danielle Robertson to Bloomington HRA after extended debate over fairness and transparency

A contested discussion over appointments to the Bloomington Housing and Redevelopment Authority (HRA) erupted during the council's organizational meeting, culminating in a motion to appoint Danielle Robertson to the HRA Board of Commissioners.

Council Member Rivas said he had sought an HRA appointment since his election and urged a written, consistent appointment process so residents would not perceive favoritism. Robertson said she would bring new ideas and emphasized housing as a personal priority. Council Member Carter expressed concerns about Robertson's prior approach to HRA matters and described HRA volunteers and staff as hardworking and deserving of respect; Carter said those concerns informed her earlier reservations. Rivas and others pressed for clearer transparency around how HRA funds are spent.

Following debate that included questions about experience, rotation of appointments, and how the council communicates choices to residents, Council Member Carter moved to appoint Danielle Robertson to the HRA Board of Commissioners; the motion was seconded and the council approved the appointment by voice vote although at least one dissenting vote was recorded in the roll call exchange.

Council members also discussed requests for more transparent financial reporting from HRA staff; Council Member Rivas said he would submit a formal request for information about previously appropriated funds and how they were used. Robertson and other members said they welcome oversight and dialogue about program effectiveness and expenditures.

The appointment is effective immediately and will coincide with Robertson's term in elected office.
