Commission reviews elected-official vehicle policy; vote to study and decide in October

County leaders reviewed a proposed vehicle-use policy for elected officials on Oct. 8 that would formalize customary practice for county-provided vehicles and set recordkeeping and IRS reporting expectations.

The policy presenter (speaker 3) said the draft is intended to ratify an unwritten policy used for years and specifically applies only to elected officials, not county employees. Key provisions described included limiting county vehicles to county purposes with incidental de minimis personal use (for call-outs or overnight travel), reimbursement for personal miles at the IRS rate, and a $3-per-day fringe-benefit calculation noted in related memoranda.

"Rather than trying to articulate the customary use, we're going to reduce the customary use to a written policy," the presenter said, explaining the draft codifies practices dating back to 2011 and references a chairman's memo from April 2014.

Commissioners asked questions about scope and whether the employee handbook policy would be affected; the presenter said the employee policy remains unchanged and that the new policy applies only to elected officials. Chairman Hutchinson was named in the memo that the presenter cited as originating in 2014.

Given the need for commissioners to review the language, the body voted to move the item to the next meeting so members can study the text; staff said they will attempt to adopt it in October pending review. The motion to move to the next meeting passed (vote recorded: yes votes recorded). Next steps: distribute copies for review and present the item again at an upcoming meeting with printed copies for commissioners.
