Lauderdale County to consider MOU with Florence schools, review prisoner medical-bill disputes and revise travel policy; monument request to be added to agenda

Speaker 2 said the memorandum of understanding (MOU) with the city of Florence and the board of education for a workforce-development initiative is on the agenda and recommended approval. He said the MOU sets out square footage and utility expectations and that lease details will be finalized after the MOU. "Details be hammered out in the actual lease following the MOU," Speaker 2 said, and added litigation counsel would attend the next meeting for a separate executive-session item.
On prisoner medical bills, Speaker 2 described cases complicated by guest judges and changes in how judges handled certain sentences, which created ambiguity about whether individuals were county or state inmates at the time of medical care. He said the county will provide records to "Nancy's lawyer" and work with Bob Griffin to resolve outstanding billing questions.
Speaker 2 also said he will meet with Musgrove and Holmes to "brainstorm" whether state statutes allow a city and county to form a local authority for ambulance services; that discussion is exploratory.
Speaker 6 summarized travel-policy edits intended to simplify reimbursement for employees: clarifying that routine day-to-day operations are not travel, increasing the one-way mileage threshold for accommodation reimbursement from 40 to 100 miles and allowing chairman approval by signature, call, text or email. The per-diem portion remains under review and the board agreed to revisit the draft next meeting.
Speaker 1 asked to place on the next agenda a purchase for a monument or plaque honoring Lynn Greer at a bridge; he cited an estimated cost of about $1,500 and asked the board to authorize purchase not to exceed $2,000 and to seek state reimbursement where available.
