Henry County commissioners approve multiple 2026 fund allocations after closed-session review

The Henry County Commission on Dec. 11 approved a group of 2026 budget funds after reviewing personnel and fund items in closed session. Commissioners voted to approve funding for the assessors office, prosecuting attorney training, administrative handling costs, victims of domestic violence services, capital school programs, surplus sales, local emergency planning, opioid settlement funds and other funds on the ledger.
Presiding Commissioner Jim Stone convened the meeting and Commissioner Jake Bradley moved to approve the minutes and expenditures before the budget review. After the closed-session review, Commissioner Bradley moved to approve the listed funds with Commissioner Mark Larson seconding; the motion carried on a roll-call vote recorded in open session.
The commissions discussion included a broader review of the road-and-bridge budget and other operational funds. Road and Bridge supervisor Dennis Bowers presented a proposed 2026 road-and-bridge budget and said he was willing to reduce some county-level spending so townships and special road districts could receive more CART (county allocation) funds; commissioners noted that future distributions could be reduced if those local recipients did not use the funds effectively.
Commissioners emphasized fiscal caution and asked staff to continue work on revenue assumptions and grant opportunities that could offset county costs. No new tax levies or rate changes were adopted at the Dec. 11 meeting.
Next steps: county staff will finalize the detailed budget lines for inclusion in the countys 2026 budget ordinance and return to the commission for final adoption as the calendar year deadline approaches.
