At the Dec. 4 Henry County Commission meeting, Road & Bridge staff reported local concerns about compliance with a road‑use agreement and outlined shifting bridge expenses into separate budget lines to reflect active projects.
Dennis Bowers, the Road & Bridge supervisor, said he investigated a road in Bear Creek Township and discussed brush‑cutting and the county's road‑closure process. He noted the county has a road‑use agreement with a contractor identified in the record as Beavertail that specifies which roads dump‑truck drivers should use; local drivers have been taking shortcuts that are outside that agreement, creating safety and maintenance issues.
Commissioners also reviewed bridge budget lines. BR42 has recent engineering charges and active work; the board instructed staff to create a separate budget line for BR42 and to remove its costs from BR31 so each bridge's expenses are tracked distinctly. A commissioner said BR31 had been budgeted at $693,000 but that current expectations may exceed that figure as BR42 activity accelerates.
Why this matters: Road‑use compliance affects maintenance costs and public safety; explicit budget separation improves financial transparency for bridge projects.
Next steps: Staff will create separate budget lines (BR31 and BR42) and track engineering and construction charges to reflect the changed project schedule; the board will monitor costs in future budget meetings.
