The Franklin County Board of Commissioners on Jan. 6 approved a contract with Armor Health of Ohio LLC to provide inmate medical services and an electronic health records system, authorizing a total amount the county described as not to exceed $95,872,204 and a term ending Jan. 16, 2029.

Albert Smith, assistant finance director for the sheriff’s office, told commissioners that competitive sealed proposals were opened April 3, 2025, and that Armor Health was selected. "This resolution authorized the contract of Armor Health of Ohio for continued inmate medical services within our correctional centers," Smith said. Casey Russo, assistant risk manager for the sheriff's office, attended to answer technical questions.

Smith said the contract term was described as beginning Jan. 17 and running through Jan. 16, 2029, and that the procurement followed the county's competitive process. Commissioners moved and seconded the resolution; the roll call recorded Commissioner Crowley and Commissioner John O'Grady voting yes and Commissioner Boyce recorded as abstaining, and the resolution was adopted.

The contract will continue the county's on-site medical services for detainees at Franklin County correctional facilities and includes an EHR system to support continuity of care. County staff presented the procurement history and the contract ceiling; no amendments or alternate contract amounts were discussed at the meeting.

The board did not set additional public hearings on the matter during the session; the contract execution is the next procedural step.
