The Wheeling City Council on Jan. 6 approved a slate of ordinances authorizing city expenditures for water-system maintenance, equipment rentals, software upkeep and cybersecurity work.
Key approved items included a $449,999.78 contract with Duke's Root Control of Elgin, Indiana for root control charged to the water pollution control division; a $15,000 rental agreement with Esma Corp of Mogador, Ohio for a Skid Mountain multi-disc screw press system also charged to the water pollution control division; an $81,675.06 contract with Tyler Technologies of Dallas, Texas for annual system software maintenance (allocated across water and general funds); and a $149,042 agreement with GHA Technologies of Phoenix, Arizona for cybersecurity enhancements (costs allocated among the general, water and WPCD funds).
Each ordinance was moved and seconded and approved by roll call; the clerk recorded the individual roll-call responses listed during the meeting and each motion was announced as approved by the chair. The record shows council members present voted in favor of the expenditures as read during the meeting.
Council also accepted the Traffic Commission minutes from Nov. 13, 2025 and committee minutes from Dec. 16, 2025 for the Development and Finance committees; both sets of minutes were approved after a motion and second and a voice vote.
No substantive debate or amendments to the ordinances were recorded in the meeting transcript.
