Norton City Council heard a first reading of Ordinance 4-2026 on Jan. 5, an agreement with the Ohio Department of Transportation for the State Route 261 resurfacing project designated PID 113037. During committee discussion, a councilmember stated Norton’s share of the estimated multi-million-dollar project would be $527,834, while staff said the lion’s share of funding would come from ODOT and grant programs.
Council and staff discussed project phasing: three segments were identified, and one middle segment and an associated waterline project may be delayed while the administration seeks OPWC (Ohio Public Works Commission) funding. Staff emphasized coordination so the city does not repave a road only to later dig it up for waterline work.
The ordinance was added to the agenda for a first reading with intent to waive the third reading at a future meeting; councilmembers expressed support for completing State Route 261 end-to-end where feasible.
