Council member DeHartford and others noted the city may ultimately choose to lift the moratorium or exercise its authority to ban cannabis businesses entirely; several members observed the council can repeal the moratorium at any time if policy choices change. The ordinance was added to the agenda for first reading, with intention to consider subsequent readings at future meetings.
Members discussed state-level tax and regulatory developments and asked administration staff to collect examples from neighboring communities to inform the city’s policy direction.
