Staff told council the procurement had begun (RFPs due Jan. 7) and that the emergency resolution requests authority for administrators and the procurement team to select a vendor and execute a contract with an immediate cancellation provision so the council can ratify or reject the award at the next meeting. Staff said approximately half of the purchase is anticipated to be covered by E911 funds, and the remainder could come from the 2025 GO bonds or the general fund (or a lease option), depending on proposals received.
Council members expressed typical concerns about emergency procurement excepting routine planning and noted the county will seek to minimize long‑term costs such as considering leases. Staff also clarified the storage is intended for video retention tied to public safety and that 1.5 petabytes should be sufficient for the near term.
Council approved the emergency procurement by voice vote and directed staff to return with ratification at a future meeting; contracts would include cancellation clauses if council opts not to ratify.
