Jasper County Council on Jan. 6 voted 3–2 to disapprove a rezoning request that would have changed a five‑acre residential parcel on Nelson's Court into rural preservation to allow a six‑lot RV park.
Planning staff said the property is currently zoned residential and that the application sought a rural preservation designation to permit an RV park as a conditional use. Public commenters who live on Nelson Court and nearby said they had not received adequate notice, expressed worry about traffic and utility service for RV hookups, and said conversion of a historic family parcel would change the neighborhood's character. "I'm not sure what I'm going to be subjected to and how it's going to affect my property," said Jacqueline Scott, who identified herself as a resident across from the site.
Councillors debating the item said they were not convinced the proposal fit the primarily residential area and that the Planning Commission's lack of recommendation reflected the complexity of the request. One councilmember expressed concern that small RV parks can become a precedent that leads to more similar rezoning requests. The motion to disapprove carried 3–2; the ordinance failed on second reading.
