Staff reports TIP caution, NEVI outreach and PFAS-treatment grant request at planning commission meeting

County planning staff told the commission that they are updating the Transportation Improvement Program (TIP) but refrained from adding new projects because federal transportation legislation that governs funding expires next September and creates uncertainty about available dollars.
Andrew (staff) reported an active transportation summit in November with roughly 40–60 participants and said the county is working on a National Electric Vehicle Infrastructure (NEVI) program survey to prioritize EV charging locations. He also said staff is beginning a human-service transportation plan focused on gaps for seniors and people with disabilities, led by Karen Dixon and Rebecca Wenshawff, with work continuing through the year.
On intergovernmental reviews, staff recommended the commission find consistent Lower Swatara Township’s Greenfield Park improvements (playground, half-court, swings and ADA upgrades), an estimated $475,000 local-share request, and to support Pennsylvania American Water’s PennVest drinking-water grant application for roughly $22,720,000 to construct a PFAS treatment building and related improvements at GC Smith Water Treatment Plant in Hummelstown.
Staff also reported regional REP program work with 11 participating municipalities, completion of a BMP inventory RFP (consultant: Ritu) and submission of multiple flood-mitigation grant applications on behalf of member municipalities. The commission approved staff comments on the intergovernmental-review items.
