Mooresville clears Habitat for Humanity banner request and agrees to post event on town platforms

Dawn Bradshaw, representing Morgan County Habitat for Humanity, asked the council whether the nonprofit could place a banner across Indiana Street or in another town street to advertise a Feb. 14 gala at Jones Banquet Center. Staff and council discussed liability concerns for mounting banners on utility poles and the risk posed by high winds.
Town staff explained past practice and noted the town does not permit signage in town easements and that off-premise sign size restrictions apply. Bradshaw said the Habitat signs would likely resemble yard or real-estate signs and that she and staff had been discussing sidewalk-side placement.
Council members voted to allow Habitat for Humanity to post event details on the town website and to share the event on town social media platforms; the nonprofit was advised to remain within sign-size limits and to coordinate with staff about placement in the right-of-way.
The council also invited Bradshaw to remain after the meeting to go over details and staff said they would provide guidance on sign placement and permitting.
