In the city manager’s report, Fortuna’s City Manager (name not specified) summarized regulatory and administrative tasks for the year, including follow-up from a Dec. 17 CalRecycle site visit and an HCD review of the city’s housing element implementation.
On recycling rules, the manager said CalRecycle reviewed SB 1383 implementation and identified several steps the city must take: create a process for issuing de minimis waivers or exemptions for commercial organics generators, establish a hauler approval process to allow haulers other than Recology to operate under city rules, enter into a franchise agreement with Recology, and begin tracking all procured recycled paper products for reporting to CalRecycle.
A council member asked whether the new procurement and caliper-cycle requirements would add personnel-hours. The City Manager estimated the work could amount to "a full FTE" (approximately 34–40 hours per week) because of data management, organics tracking and education for commercial generators; the manager said Recology will perform some work, but city staff will retain significant responsibilities for tracking and reporting.
The manager also reported that the California Department of Housing and Community Development (HCD) completed its review and is satisfied with Fortuna’s progress on implementing the housing element; HCD will continue to monitor implementation through the annual progress report but currently considers Fortuna in compliance.
