At public comment, Salo, a representative of WMA, which works with mobile home park owners and managers, urged the council to pause the ordinance process and negotiate directly with local housing providers instead. "Not giving your local housing providers an opportunity to share their feedback during this process is just not good policy making," Salo said, and added that many owners have expressed willingness to negotiate.
Salo argued that voluntary programs run by some park owners provide rental assistance and said an MOU could achieve many of the ordinance’s goals without the downsides of rent controls. "This ordinance on the table today threatens that," Salo said, and urged the council to pursue negotiated solutions rather than a regulatory ordinance.
The city manager’s announcement noted the draft was intentionally circulated to both homeowners and park owners and invited written comments to inform revisions.
