Sebring commission approves second readings for multiple rezoning ordinances, recognizing Waterside development and allowing Shirley Street rebuild

The Sebring City Commission on Jan. 6 approved several zoning and future-land-use ordinances at second reading that formally recognize previously approved development and allow a property owner to rebuild after Hurricane Ian.
The ordinances include two companion measures for phases 1 and 2 of the Waterside Mobile Home Park and RV Park (ordinances 15-61 and 15-62), which cover about 92.4 acres and recognize infrastructure already constructed; staff said phases 1 and 2 are approved for 451 units and the approval carries conditions including a 2,400-square-foot minimum lot size and a restriction that lots under 4,000 square feet be used only for RV park uses. "Phases 1 and 2 comprise about 92 acres ... Phase 1 and 2 are approved for 451 units, and the minimum lot size, again, is 2,400 square feet," said Stephanie Von Poleski Busch of the Central Florida Regional Planning Council during the presentation.
The commission also approved companion ordinances for phase 3 (ordinances 15-63 and 15-64), covering roughly 64.48 acres. Staff said phase 3 is undeveloped and had been approved by Highlands County for about 350 RV units; recommended conditions include a maximum of 350 units, the same 2,400-square-foot minimum lot size, and a requirement that the landscape plan provide canopy trees on the site.
Separately, the commission approved ordinance 15-67 to change the zoning for a 0.24-acre parcel at Shirley Street from a commercial district to R-4 multiple-family district to allow a damaged house to be rebuilt using a Rebuild Florida grant. "The existing house was damaged during Hurricane Ian, and the property owner received a grant from Rebuild Florida to rebuild the house," staff said.
All items were opened for public hearing; no members of the public spoke on these items at the hearings. After staff presentations the commission closed the hearings, moved and seconded the ordinances and approved them by roll call on second reading.
The approvals implement the city's land-use designations and zoning consistent with previously approved county plans for the Waterside properties and clear the way for the Shirley Street property owner to rebuild. The ordinances include standard severability and effective-date clauses; the commission's action was recorded on the meeting roll calls.
The commission's approvals are final as of second reading; staff indicated administrative steps (filing and publication) will follow to make the ordinances effective per the city's standard procedures.
