First reading scheduled for 3 B's and A K maintenance agreement; staff briefs committee on major projects

The agreement, created as part of an annexation process, allocates primary responsibility for the part of 3 B's and A K from State Routes 36/37 to Sherman Road to the city, with the remaining segments to be shared by the townships. Speaker 4 said separate arrangements address snow removal and vegetation because a statutory township duty exists for grass cutting along some sections.
No action on the agreement was taken in the information meeting; Speaker 4 described the item as a first reading on the council agenda and said the townships have copies and will consider the agreement with their boards.
Staff also ran through rapid project updates: Columbus Street parking lot striping is scheduled to start pending weather, with follow‑up landscaping in spring; wastewater treatment plant construction is expected to continue through 2027; East Granville Street widening may see utility work in 2026 and staff has an ODOT funding meeting set for Jan. 15; Cheshire ditch sanitary sewer work is tentatively scheduled for the first week of March.
On parks, staff reported the low construction bid for JR Smith Park is approximately $3.5 million and that a council agenda item that evening sought award to the low bidder identified in the packet (named in materials as "2 K General"). Staff characterized the park project as moving to the next procurement steps and said additional information would be available at the council meeting.
The committee adjourned after a short look‑ahead covering right‑of‑way fee work and potential sanitary sewer code updates.
