The Yuba City Council on Jan. 6 approved an employment agreement naming Gina Roland as the city’s human resources director and approved related salary adjustments for the finance director.
Interim city manager Robert Bendorf told the council Roland agreed to return to service as HR director. As required by the Brown Act disclosure, the council heard a summary of the proposed resolution, which listed terms including an annual salary of $183,984 for the HR director, parity in benefits with other executive management employees, and a starting vacation balance of 120 hours with an accrual rate reflecting prior public-service credits. Council member Shaw moved approval and the motion passed unanimously.
Bendorf and others praised Roland’s prior service and the positive feedback staff had reported since she assumed the interim role. No public commenters spoke on the item during the meeting.
The agenda materials indicated the fiscal impact for the adjustments is spread between the general fund and non-general funds; the city manager said the changes were not "much of anything." The action formalizes Roland’s transition from interim to permanent HR director.
