Williamson County budget committee approves package of transfers, donations and interlocal agreements

The Williamson County Budget Committee on Jan. 26 approved a series of budget transfers and resolutions that move money between internal lines, record donations and formalize interlocal emergency arrangements.
The panel unanimously approved routine items including the Nov. 3 minutes and multiple appropriation resolutions. Phoebe, a county finance staffer, outlined a public-safety transfer that moved $50,000 into vehicle maintenance and $24,500 into other equipment from lines such as maintenance agreements, leases and uniforms to address repairs and heavy-equipment costs.
Phoebe also described two American Rescue Plan Act adjustments. She asked to move about $68,068.36 from social security/Medicare into the retirement line to correct a projection error; Commissioner Paul abstained from that vote, which passed 3-0-1. The committee later approved a separate $1,037.94 intercategory ARPA transfer to cover administrative costs; Paul again recorded an abstention.
The committee recorded several department-specific appropriations: Resolution 126.7 added $64,402.50 in Parks & Recreation donations collected from community youth associations; Resolution 126A added $170,000 in fee revenue for the performing arts center. The animal center had multiple actions: a $19,500 donation appropriation, acceptance of incubators valued at $3,810 to support neonatal kitten care, and a walkie-talkie donation of about $2,200; each passed 4-0.
The commission also advanced two interlocal agreements to improve emergency response. Connor Scott, public-safety staff, explained an agreement with Nolensville to modify the county’s Computer-Aided Dispatch (CAD) system so Nolensville’s smartphone app receives channel information (Central Square will build the function). A second interlocal lets the city of Franklin provide free coverage to a stretch of I-65 the county cannot reach as quickly. Both measures were approved unanimously.
Clerical corrections were noted on several items before documents were finalized. There were no votes opposed; routine items moved quickly through the agenda.
The committee adjourned after extended business and discussion about future agenda items.
