He said the city would incur expenses for at least three new positions — a magistrate, clerk and prosecutor — offset in part by fines and fees.
An extended legal presentation to the council outlined the history and narrow scope of mayor’s courts in Ohio and addressed long‑standing criticisms, including past instances of courts functioning as "speed traps".
