The Daytona Beach Shores City Commission voted to reaffirm Mr. Pollard as a regular member of the Planning & Zoning Board after commissioners found it was in the city’s best interest to waive the residency requirement and that Mr. Pollard owns real property within city limits.
An unidentified commissioner moved to reaffirm Mr. Pollard’s regular membership, saying, “It is in the best interest of the city of Daytona Beach Shores to waive the residency requirements and Mr. Pollard is a real property owner of real property located within the city limits of the city of Daytona Beach Shores.” Another unidentified commissioner seconded the motion.
During discussion, a commissioner noted that Mr. Pollard manages and leases several condominiums in Daytona Beach Shores and interacts frequently with condo residents, tourism-related businesses and short‑term renters—roles the commissioner said help support small businesses and the local economy.
Before the roll call, a commissioner identified as Mary said she had received multiple campaign donations, including from Mr. Pollard, for a Volusia County office campaign and announced she would recuse herself from the vote, saying the donations “would not affect my vote at all, but I think in the best interest of this commission, I am gonna recuse myself from the vote.”
The commission certified the motion passed by roll call, 4–0 with one recusal. The commission noted that four affirmative votes were required for passage.
The commission moved on to other agenda items after the vote. No additional disciplinary or follow-up actions for Mr. Pollard were recorded in the meeting minutes.
