Caltrans District 1 shared an updated milestones report, described schedule changes tied to state budget shortfalls and introduced a pilot project communication form to increase transparency and commissioner engagement on listed projects.
Tasha Allstrand (presenter for Caltrans in the packet) showed a project communication form that allows commissioners and technical advisory committee members to indicate per‑project levels of involvement — from receiving project information to being heavily involved in project decision making — and to request presentations at future commission meetings. "This is a pilot... just to District 1," she said, adding that the tool is intended to be a partner‑building and transparency measure.
Caltrans said the project list includes the District 1 2028 PID work plan and a milestone map. Staff advised that state budget shortfalls have forced some project funding moves to different fiscal years, and they pointed to the proposed 2026 shop list on the Caltrans website for schedule details.
Caltrans also highlighted funding and planning timelines: the sustainable transportation planning grant awards will be announced in mid‑to‑late May 2026; the BUILD (formerly RAISE/TIGER) program is open with a Feb. 25 deadline; district transit plan work is moving into year two with an October 2026 draft target; and a US 101 corridor management plan will begin stakeholder consultation in March with public outreach in April and a June 2026 draft target.
Finally, Caltrans displayed entry monument renderings for the Del Norte US 199 and US 101 entry monuments (bear/elk and salmon designs), said production is underway and installations are expected late winter or early spring.
Commissioners had no substantive questions about the pilot form at the meeting and staff offered to coordinate presentations when projects are regionally significant.
